Site information

The Carrier Subdivision (see vicinity map below for reference), started construction in September 2019. The project site is more than 14 acres in size, of which about 8.7 acres is preserved as critical area (wetland, streams, and habitat), tree retention, recreation, and open space.

Construction

Stormwater and erosion control

On December 20 and 21, 2019, the City of Sammamish experienced a record rain event. According to the National Weather Service, December 20 was the rainiest day of the previous decade. Due to the rainfall, City staff performed inspections of erosion control measures at the Carrier Subdivision site on a daily basis.

A majority of the water flowing through the middle of the site was from the high-flow bypass on the pond immediately up-stream (to the north), and not from the Carrier site itself. Once the high-flow bypass was engaged and a much higher than normal volume of water was sent through the middle of the Carrier site.

The erosion control measures at the project site have been capturing silt, resulting in relatively clear water running off the property. Below are photos of the site provided to the City, taken on December 21.

Timeline

January 29, 2016 – Preliminary Subdivision application submitted.

February 2, 2016 – Preliminary Subdivision application vested.

July 30, 2018 – Preliminary subdivision approved for 35 lots (see site plan below).

August 15, 2019 – Site Development Permit issued; this permit requires certain trees to be retained, allows certain trees to be removed, and allows part of the site to be graded.

September 2019 – Construction began.

September 16, 2019 – Erosion control measures (such as a silt fence and rock-bed construction entrance for heavy machinery) installed.

October to November 2019 – Stormwater vault construction to begin.

October 2019 to January 2020 – Right-Of-Way (ROW) improvements along SE 8th Street to begin.

December 2019 to March 2020 – ROW improvements along 214th Avenue NE to begin.
