Summary

The SE 4^th Street Improvement Project is a critical component to support the City's Town Center plan. It will develop SE 4^th St between 218th Ave SE and 228th Ave SE into a multi-modal corridor to meet concurrency requirements and provide increased opportunity for access and development within the core mixed-use area.

The existing road consists of two travel lanes with narrow shoulders and no sidewalk. The proposed road will be developed to include two travel lanes, a center turn lane or median, bike lanes, planter strips and sidewalk. This project will also coordinate the installation of upgraded Sammamish Plateau Water and Sewer District utilities with the roadway construction.

Project Funding

The preliminary project estimate is $13,250,000. This includes cost for construction, engineering, and right-of-way. Cost to underground overhead utilities has not yet been determined.

*In August of 2015, the City applied for a Transportation Improvement Board (TIB), Urban Arterial Program Grant to assist with funding this project. TIB selected this project for funding November 2015. As part of the grant requirement, funding for the project must be certified by November 20, 2016, and construction is expected to begin in 2017 or sooner.

We have a name for the sculpture on SE 4th Street: “Synergy Rising”.

Wikipedia: Synergy is an interaction or cooperation giving rise to a whole that is greater than the simple sum of its parts.

After receiving 33 great ideas from the citizens of Sammamish, the Sammamish Arts Commission narrowed it down to 9 names. Today the original subcommittee of four, including the artist, Lin Garretson, voted unanimously for the name of “Synergy Rising”. This was mainly because the artist started her paper on symbolism of the sculpture with a quote from Aristotle: “The whole is greater than the sum of its parts.”

The Sammamish Arts Commission and Artist/Designer Lin Garretson is inviting the public to submit name ideas for the new SE 4^th Street Sculpture located at the SE 4th Street and 225th Pl SE roundabout. Final selection on the offered names will be made by the Commission and Artist. Below is background information on the sculpture and its representation.

The 12-foot Sculpture:

Inspired by the wisdom and rhythms of Nature, the sculpture is constructed with natural stone slabs and steel elements. Like many of us residing in Sammamish, the stone is not indigenous to this area, but originated from different points around the world. Each stone has its own unique composition and character, history and heritage. Having now been shaped, textured and bonded together with others, combined with the strength of steel, it is at home in a new place with a new purpose and meaning.

Symbolism:

Together the stone and steel create symbolic, stylized representations of nature, which visually express some of the basic tenets of our city. The three faces of the sculpture represent three of these tenants.

UNITY ~ Enriched by our differences, we are better together. The different pieces of stone combine to form patterns and images reminding us that the elements of Nature work in unity. The natural beauty of our physical surroundings…the mountains, the clouds, the lakes and streams, even our abundant rainfall, represented by steel rods, remind us that each has an integral part. Two eagles in flight cross the face of the sculpture reminding us that although our individual strengths are significant…together we are even better!

TENACITY ~ Unwavering stewardship of our environment and natural habitats. The steel salmon moving against the strong waves symbolize the wisdom of diligently moving ahead in a positive direction. They symbolize our staying power as a community and remind us of our important role as stewards of the natural beauty of our waters, green spaces and wildlife.

COMMITMENT~ Growing together as a uniquely caring and inclusive community The tree-like image reminds us that in each passing season we strengthen and renew our resolve to put down our roots and to keep growing in ways that will sustain and enrich our community for years to come. The falling leaves symbolize the generous hearts and innumerable volunteer hours of caring community members who quietly nurture and enrich the human landscape of our city every day.

Artist:

Lin resides in Sammamish with her husband, David. She is the owner of Spaces by Lin Garretson Inc., an award-winning interior & exterior design firm. Lin studied Art at Indiana University and served as a Sammamish Arts Commissioner from 2012-2017. Lin gifted her time and service to the City of Sammamish in the creation and installation of this sculpture.

The contractor is completing the storm tank installation near 228^th Ave SE and will soon be starting to work on constructing the new right turn lane for eastbound traffic at the 228^th Ave SE intersection.  At the west end of the project a retaining wall will be installed for sidewalk along 218^th Ave SE.  Other active work includes installation of irrigation and streetlighting, and localized areas of sanitary sewer construction.  In the upcoming weeks work will starting on 225^th Pl SE and the paver block sidewalks within the Town Center project area.   In the upcoming weeks work will be getting started to work on 225^th Pl SE and placing the paver block sidewalks. 

Traffic Control - Hours of construction work are typically Monday to Friday 7:00am to 5:00pm. Roadway grading has begun; the south half of the roadway is scheduled to receive a layer of pavement the week of September 30th!

The primary work on the project has shifted from subsurface construction to surface construction.  While there is some underground work still remaining, enough has been completed to begin the roadway construction process.  Much of the concrete curb and gutter has been placed on the south side and now the south sidewalk is about to be placed.  In the next few weeks the roadway is going to see significant change. Starting Monday, September 16 crews will begin pulverizing the existing pavement and placing the rock base layer for the new roadway. It will be a gravel roadway for the next few weeks until a layer of pavement can be placed on the south half of the roadway. Once the pavement is placed, traffic will drive on the new pavement will while work continues on the north half.

228th Intersection Construction - was schedule to take place in August, but has been delayed to address an underground utility conflict and focus on getting the rest of the road ready for a new layer of pavement before the rainy season hits.

The following is a summary of active work.

Stormwater - Most of the storm water system has been installed. Only detention tanks on 218th Avenue SE remain.

Conduits for the joint utility trench have been placed and utility companies are now working on installing their equipment. Significant portions of the new underground system have been energized for power.  The communication companies are currently working on converting their systems. You can see in the photo above there is only one wire left on the utility poles.  In a few weeks that wire will be removed also along with the poles.  This will really open up the roadway for the contractor to work. 

Installation of the stormwater detention tanks is complete on the south side of the road and is beginning on the north side. Once overhead utilities are removed, construction can begin on the north side of the road.  There are nineteen large modular tanks to be installed.  The large tanks consist of more than 25,000 smaller tanks that can be stacked together to form various shapes and fit into tight places.  Once installed these systems will hold almost 600,000 gallons of rain water, about as much as an Olympic size swimming pool, and will be able to support heavy vehicle loads. 

228th Intersection Construction - work will begin in a few weeks near the 228th intersection to install a large stormwater detention tank and an eastbound right turn lane.  Most of this work is on SE 4th St and should have minimal impact to 228th Ave traffic.

The following is a summary of active work.

Joint Utility Trench - Utility companies are installing their equipment in the underground conduits.  This work could run through September, though crews are working on ways to coordinate work and expedite this construction during this phase and it is looking like overhead utilities could be removed as early as July.

Stormwater - Installation of the storm sewer and detention tanks will be ongoing through the Fall of this year. Current installation area is on the north side of the road between 222nd Pl and 225th Pl.

Roadway Grading - Grading for the concrete curb and gutter will begin near the end of July for the south side of the roadway.

Winter Still Here

The contractor was making good progress until the February snow started falling.  With the ground blanketed in snow for almost two weeks now, the project has been unworkable.  Warmer weather is finally moving back in and snow is melting which should allow work to resume next week.  

The following is a summary of active work.

Joint Utility Trench - Installation of the conduits and vaults are nearing completion.  Though there is still about two months of work remaining before the utility companies can begin installing wires and transferring services to underground.  

Water Main - The new watermain will soon be operational.  Crews are currently working on preparing the watermain for use and connecting the water services.

December 4th, 2018

The Bumps Will Be Smaller!

Next week the bumpiest stretch of SE 4th Street will be paved to provide a smoother surface for maintenance during the winter months.  The approximate paving limits are just east of 218th Pl SE to 225th Pl SE.  Because of the lengthy construction zone needed to place the temporary surface, traffic delays will be longer than normal, please consider using an alternate route around the project.  The paving is scheduled for Monday, December 10th, but is weather dependent, and will need to be rescheduled if it's raining.

The following is a summary of the other active work.

Joint Utility Trench - Other active work on the project include installing the joint utility trench to underground the utilities that are currently above ground.  This work has recently shifted to the south side of the roadway and is continuing east.  This effort is expected to run through January.

Storm Drain - Work recently began on the 222nd Pl SE storm drain.  Much of this work is not visible from SE 4th St.  The new storm pipe is needed to carry the future storm water from SE 4th St Project to a discharge point closer to Ebright Creek.

Water Main - Work to install the new water main for the project began this week.  The new water main will run from 225th Pl SE to just east of 218th Pl SE.  The bulk of this work will run through February.

Traffic Control   - Traffic delays will be longer Monday, December 10th to place a temporary layer of pavement.  This work requires a long construction zone which will increase the wait times to get through.  The work is expected to take one day but is weather dependent so it may be shifted to later in the week.

Road is Open

Work is continuing to progress on the joint utility trench near the west end of the project.  At 222nd Pl SE, work has begun on installation of a large underground stormwater detention vault, almost 20 ft by 100 ft in size and which holds about the same amount of water as the lap pool in the community center.  The vault is a concrete structure that is fabricated off site and delivered in sections. The vault is expected to take about two weeks to install, 222nd Pl SE will be to traffic except during delivery and placement of the concrete sections. 

Traffic Control

Saturday, 10/13/18, the Contractor will be putting in an extra work shift to dig the large hole necessary for the detention vault.

Road is Open

The mainline sewer is installed. The trench is being patched with pavement today and the roadway will be opened to traffic.  There is significant sewer work yet to be done, but the remainder of it can be completed while the roadway is open. We still recommend driving around the project during hours of work as travel delays due to construction activities will be ongoing and the roadway is quite rough due to all of the construction work.

September 7, 2018

Labor Dispute Resolved, Work Will Begin Again Next Week

The labor union reached agreement with the construction companies yesterday and will be returning to work. The labor dispute was between the International Union of Operating Engineers 302 and the Associated General Contractors of Washington, the City was not involved with the dispute.

On Monday the crew will be on site getting equipment and plans ready to go for construction.  Work to finish the remaining 200 feet of sanitary sewer line could begin as early as Tuesday.  The mainline sewer is anticipated to be completed within two weeks of work restarting.Â

Traffic Control

Once crews are in action again, modifications will be made to the traffic control to keep school bus routes open.  The road will be closed for all other traffic between 225th Pl SE and 222nd Pl SE during hours of work.  There will be limited local access within the work zone during non-working hours. All other traffic should follow the detours around the construction zone, using either SE 20th St or Inglewood Hill Road for east-west travel.  The Sammamish Lower Commons Park can be accessed from the west using 218th Ave SE to get to SE 4th St. 

September 5, 2018

Construction on SE 4th St is still on hold for now.  A labor union strike for heavy equipment operators that began on August 21st has stopped construction for the sanitary sewer approximately 200 feet short of completion.  This labor dispute is between the International Union of Operating Engineers and the Associated General Contractors of Washington, the City is not part of the dispute. The work shutdown is impacting construction all over the region. The duration of the strike is unknown at this time. 

Modifications have been made to the traffic control so that local residents and school busses can get through the construction zone.  If you do not live on the street, please continue to use the detour routes.  If you have to use SE 4th St, please drive slow and cautiously. Thank you for your patience.  Construction will resume as soon as possible.

Construction on SE 4th St is on hold for now. A labor union strike for heavy equipment operators began last week and has stopped construction for the sanitary sewer approximately 200 feet short of completion. The duration of the strike is unknown at this time.

Road Closure Summary:

SE 4th St is closed between 225th Pl SE and 222nd Pl SE.  Access to Sammamish Lower Commons and 222^nd Pl residents is from 218th Ave SE.

August 3, 2018

Construction for the sanitary sewer just passed the point of deepest excavation, almost 30 feet deep, and is getting close to the 222^nd Pl SE intersection.  As crews work through the intersection, they will be placing maintenance aggregate for people to get access to their homes 222^nd Pl and to the Lower Sammamish Commons.  Other work for the joint utility trench is moving quicker now that solutions have been developed to build near and around some older utilities that had not been documented on records.

Road Closure Summary:

For now, access to Sammamish Lower Commons and 222^nd Pl residents is from 228th Ave SE.  Construction is anticipated to reach the 222nd Pl intersection by August 10th but timing could slide forward or back a few days depending on progress rate.  Work is anticipated to fill the intersection for up to four days. Once through the intersection, access will shift to the west side from 218th Ave SE. The traffic crew will be helping people impacted by the work to navigate the change.

July 13, 2018

SE 4^th Street closed today to start construction on the sanitary sewer, a few days later than anticipated. The large excavator needed for sewer construction was delivered in pieces on three semis and took a few days extra to assemble. The photo above gives perspective on the size of the machine. Meanwhile, work continues on installation of the utility trench needed to underground the overhead wires along the corridor, though progress has slowed while the crew works around some older undocumented utility services lines that are interfering.

Road Closure Summary:

Sewer construction is progressing from just East of 218^th Pl towards 228^th Ave SE. Through July the road will be closed to thru traffic between the 218^th Pl SE and 222^nd Pl SE.  The construction crew will coordinate with residents in the road closure directly impacted by the construction work.  Once sewer installation progress to 222^nd Pl, the road closure will be shifted to between 222^nd Pl SE and 225^th Pl SE.  The Sammamish Commons Park will remain open during construction.  The road closure is expected to last through August 18^th.

July 6, 2018

Construction was light this week due to the July 4^th Holiday.  Next week work will pick up again with the start of the sanitary sewer construction in addition to other utility construction work.  Large equipment is needed to complete the deep trench work and there will not be enough room for traffic to get around so portions of SE 4^th St will be closed to thru traffic (local access will be allowed for residents within the closure area). Below is an exhibit showing alternate routes to get around SE 4^th St.

The SE 4th Street landscape is changing.  Crews are clearing the "footprint" of the new roadway.  It will look significantly different.  The old sixty feet of road right-of-way currently seems narrow since the only hard surface is the twenty feet of pavement and only had room for cars.  The new road right-of-way will be approximately seventy feet wide and will have space for people, bicycles, and cars.

The roadway clearing is expected to run most of July.  Utility Trench installation will be starting in the 218th Ave SE and SE 4th St intersection soon after the clearing work begins.  Flaggers will be directing traffic through a shared lane during this work.

February 2018 Project Update

Construction bids are currently being requested for the project. Bids are due to be opened on February 21^st. 2018. Construction activities are anticipated to start mid-Spring of 2018 and go through Spring of 2020. Copies of the construction plans are available at Builders Exchange. 

Sammamish Plateau Water will be installing sanitary sewer along SE 4th St as part of this road improvement project. The proposed sewer extending to the north and south will be built separately as development occurs. A conceptual sewer plan has been developed by SPW. Project design is complete and ready to be advertised for construction. We are currently waiting for the US Army Corps of Engineers to complete an environmental permit review and working on the completion of a few remaining few remaining acquisitions for the necessary road right-of-way. Once these items are complete the project can be advertised for construction. We are anticipating that this will occur by November 2017.

Project design is at 60 percent complete and has begun the right-of-way acquisition and environmental permitting processes. The following file is a copy of the draft Right-of-Way plans.

Public Involvement

2nd Project Open House - June 22, 2016 at City Hall Council Chambers (801 228th Ave SE) from 6 to 8 PM.

The main purpose of the meeting is to provide an update on the project and request feedback on the roadway cross section that will be constructed from 218th Ave SE to the west limit of the Town Center (approximately 222nd Ave SE).

The project team provided City Council with an update on the project design. City Council recommended that a public meeting be held prior to continuing with final design.

The project design team is working through responses to both written and oral comments received during and after the open house meeting on January 28^th. On February 9th^th, staff briefed City Council on the project and on February 11^th briefed the Transportation Committee on the project. (A copy of the PowerPoint presentation can be seen in the Resources section at the bottom of this webpage.) Staff is currently in the process of responding to these comments.
