Permit Center

A message from Sammamish Mayor Karen Moran:

Greetings, and thank you for visiting the City of Sammamish’s Permit Center.  Due to this COVID-19 health crisis, we are striving to provide the same level of service and information to you virtually.

I would like to explain why City Council has imposed a development moratorium.

Responsible growth and development is one of the City’s highest priorities. Pursuant to a recent hearing from the Growth Management Hearings Board (GMBH), the City has been directed to update its Comprehensive Plan by October 30, 2020. For this reason, the City Council during its April 21st meeting voted to place a moratorium on new development permits in order to give the City time to act upon the GMHB’s request. It is critical that the Comprehensive Plan fully reflects the City’s approach to infrastructure and growth.
In our special City Council meeting held on May 11th, we updated the development moratorium as a moratorium on the acceptance of further applications for a concurrency certificate. A concurrency certificate is a requirement for Permit approval.

Our City staff has prepared further information and FAQs on the Moratorium, including exemptions in place for school-related development projects. Please see the below links for more details.

Thank you.

Sammamish City Hall is currently closed to the public, due to public health concerns regarding Coronavirus and COVID-19. Thank you for your patience and understanding as we manage the manner in which we provide services. Building Moratorium

The City of Sammamish Permit Center is responsible for the administration of the building permit process including:

  • Screening projects for zoning conformance
  • Screening building plans at intake to be sure they are reviewable by all appropriate agencies
  • Routing plans to review agencies
  • Tracking/monitoring the review process
  • Preparing the final sets of plans
  • Calculating fees
  • Issuing permits
  • Communicating with the applicant

Any construction related project on property located in the City of Sammamish requires a permit, or set of permits, issued by the city’s building division, per:

SMC 16.20.195 “Permits Required”:

“Any owner or authorized agent who intends to construct, enlarge, alter, repair, move, demolish, or change the occupancy of a building or structure, or to erect, install, enlarge, alter, repair, remove, convert or replace any gas, mechanical or plumbing system, the installation of which is regulated by this code and SMC Title 16.05, or to cause any such work to be done, shall first make application to the Permit Center and obtain the required permit.”

unless the work is specifically “Exempt From A Permit” per SMC16.20.200.

Please Note: These exemptions are only applicable to required "building" permits. Other permits may still be required for work exempt from a building permit. For example, see SMC 16.15.050 for work that requires (or, is exempted from) a "tree removal" or "grading" permit (otherwise known as a "Clearing and Grading Permit").

Please contact the Permit Center directly if you have any questions (425) 295-0531 with regard to your submittal.
